City Manager

City Manager
  A council-manager form of government was established in Jonesville in 1988. The City Council hires the manager and serves as the manager's supervisor. The manager is the chief administrative officer for the City. The manager's position requires supervision over all departments and personnel. As the manager of a growing community, the manager position requires that a multitude of skills and knowledge of various aspects of public administration. Responsibilities include: economic development, downtown development, community development, public relations, financial oversight, project management, drafting policies and ordinances and serving as a City representative on various boards and commissions.

Finance Director/Treasurer

  The Finance Director/Treasurer is responsible for monitoring all of the financial operations of the City. Financial, clerical, and bookkeeping responsibilities include: financial planning; managing investments; preparing and distributing monthly financial statements, ensuring compliance with federal and state accounting standards; billing and collecting property taxes; assisting with preparing and maintaining the annual budget; working with auditors; handling information technology issues; state and federal reports; assisting with Utility Billing and Cash Receipts; acting as Deputy Clerk; special projects; and assisting the City Manager.

Clerk/Deputy Treasurer

  The Clerk/Deputy Treasurer is responsible for records management and assisting with Treasurer duties including property tax collection and payroll. Responsibilities include preparation of reports and meeting agendas, meeting minutes and public contracts; record retention; all functions relating to utility billing including collecting and posting payments, bank deposits, processing past due notices, and NSF checks; administering City elections, including election and voter records; processing zoning permits; balancing the cash drawer; public relations and referral; special projects; and assisting the City Manager.

  The Administrative Assistant is responsible for providing clerical support to the City Manager. Responsibilities include providing customer service via telephone and in the office; assisting with maintenance and administration of personnel files and employee benefit plans; processing payroll; public relations and communications; special projects; and other assistance to the City Manager.

City Assessor

The City contracts with CSZ Services for Assessing services.  The firm holds office hours in City Hall on the third Friday of each month.  Other meeting times can be arranged by appointment.  The firm can be reached at other times at (989)292-4422.

The principal purpose of the City Assessor is to annually identify of all the real and personal properties in the City, determine the taxable status and uniformly assess those that are subject to property tax in accordance with the General Property Tax Laws. These taxes are a major source of funding to the local government and the public schools. 

The City Assessor maintains records of all properties in the City.  These records include sketches of structures, amenities of the properties, photos, lists of building permits, history of transfers in ownership, principal residential exemptions, and mapping of parcels.  This information is acquired from deeds recorded at the Hillsdale County Register of Deeds, and from unrecorded documents that are brought to our office.

The Assessor also serves the real estate community as a valuable source of land and building data. Real estate agents, land title examiners, developers, and buyers and sellers of real estate use city records to do research on property values.
