City Clerk

Under the direction of the City Manager, the Clerk is the custodian of the public records and documents of the City.  The Clerk maintains the official minutes and records of the City Council and certifies ordinances and resolutions adopted by the Council.  

Additional responsibilities include processing requests for public documents under the Freedom of Information Act; all functions relating to utility billing including collecting and posting payments, bank deposits, processing past due notices, and NSF checks; administering City elections, including election and voter records; assisting customers with cemetery lot purchases and interment scheduling; processing zoning permits; public relations and referral; and special projects.

The Clerk also serves as the Deputy Treasurer and may assist with Treasurer duties, including property tax collection.

Cindy Means also serves as Recreation Director, administering the various functions of the City's baseball and softball recreation program, including program registration, game scheduling, recruiting coaches and umpires, and concessions.
